Church Council is the executive agency of the charge conference (St Andrews UMC) {Discipline PP244}. This council is the group of leaders that guides the congregation to further the local church’s mission. This furthers the ministry of the congregation. The council exists to create and supervise a strategic plan for an effective congregation. Decisions made by the council will shape the future ministry of the local church while also demonstrating service to God’s kingdom both near and far. The work of the council is to plan, implement, and annually evaluate this church’s ministry and mission.

Finance Committee nurtures the financial vitality of the congregation through encouraging and overseeing stewardship pledges and compiling an annual budget. The group further counts and deposits stewardship offerings and adminsters same through disbursements. The group is also responsible for reporting to the Church Council on matters involving financial activities. Administration activities include assuring proper control policies, preparing an annual audit, and tracking designated gifts and funds according to specific donor wishes. The ministry includes approximately 9 lay members and 7 administrative staff.

Study Taskforce & Building Committee

When a local church desires to build, purchase, or remodel church property, it shall establish a study committee to conduct a preliminary study of the project (¶2544 introduction, the Book of Discipline). This study committee includes representatives from the church council, the committee on finance, the United Methodist Youth, United Methodist Women, United Methodist Men, and others deemed necessary by the charge conference. The study committee will gather information from within the church and the community in order to assist the church in developing the best plan and facilities for future ministry. The Building Committee is charged with supervising the actual contracting and construction process.

The group often connects with the United Methodist matrix and the larger Christian community, including participation in Christian outreach.
